Mr. Masters, an expert in the area of records and content management, will discuss how to approach implementing an electronic records management program. April 26, 2012, Reston, VA –IMC, Inc., today is pleased to present the most up-to-date release of our Freedom of Information Act (FOIA) processing system, FIPS+ version 2.0. The system is built upon the solid foundation of a leading case management tool, and provides the features and capabilities necessary for government agencies to efficiently and effectively respond in a high volume production environment to the growing number of FOIA and Privacy Act requests.
The purpose of FIPS+ is to implement electronic procedures within a government agency for compliance with the Freedom of Information Act, 5 U.S.C. 552, and the Privacy Act of 1974, 5 U.S.C. 552a. These acts require every Federal government agency to respond in a timely fashion to requests for federal records gathered by that agency.
An OpenText, Microsoft and Oracle partner, IMC has effectively configured and integrated the most up-to-date versions of the Global360 Case360 case management tool, the Microsoft Word and .Net products, and the Oracle database and WebLogic application server into the web-browser-accessible FIPS+. Now upgraded to the latest version of all underlying commercial off the shelf (COTS) products, FIPS+ version 2.0 incorporates the latest in workflow and document-image-focused processing for both FOIA and Privacy Act requests.
FIPS+ electronically stores, retrieves, redacts, and prints documents for delivery to FOIA requesters. The scope of FIPS+ includes all of the clerical and legal processing of FOIA and Privacy Act requests received by a government agency. The software application provides workflow processing for:
- The life of a case;
- Image capture, redaction and printing of responsive records;
- Correspondence with the requester;
- Fee management;
- Supervisory approval;
- Management reporting; and
- FOIA/PA Appeals processing.
FIPS+ is designed to be easily configurable; graphical user Interface (GUI) elements, letter content and management reports can quickly be configured to portray each unique agency.
IMC developed the original FOIA/PA Information Processing system (FIPS) for the Immigration and Naturalization Service of the US Department of Justice (DOJ) in the late 1990s. During the past thirteen years, IMC has built upon the basic requirements to enable processing of more than 100,000 FOIA and PA requests annually by the now US Citizenship and Immigration Services of the US Department of Homeland Security (DHS). FIPS+ successfully builds upon this legacy of close work with the government FOIA management and staff responsible for responding to one of the highest FOIA workloads in the United States.
Unique features of FIPS+ enable significant cost-saving measures. FIPS+ provides responsive record documents back to FOIA requesters by means of PDFs with burned-in redactions which cannot be peeled away. Such files are ready to be burned onto CDs, or for longer files, DVDs. Moving away from providing paper responses saved USCIS hundreds of thousands of dollars. FIPS+ provides daily FOIA request status data available to be for direct querying through an agency’s web portal. This web service enabled USCIS to eliminate hundreds of person-hours annually formerly spent answering phoned status requests. FIPS+ is ready to receive information submitted directly from FOIA requesters through an agency’s web portal. This web solution provides the public with a clear and efficient method to make their FOIA requests.

In our day-to-day lives sometimes we get caught up in things, and we fail to take a few minutes to stop and ponder. The folks at Merriam-Webster define “ponder” this way:
to weigh in the mind : appraise <pondered their chances of success>- to think about : reflect on
- to think or consider especially quietly, soberly, and deeply
I like to think of it in terms of that third definition. We’re all busy, and we’re all bombarded by information rushing at us 24 hours a day wherever we are. When we were children we laid on our backs and pondered clouds…where they came from, how soft were they (turns out pretty soft), who shaped them. In college, evenings sitting around the dorm with a few beers we sometimes pondered the great questions of life…religion, purpose, our place in the universe and love.
But as adults, we just get too busy to stop and ponder anything for a few minutes. Yet we know that quiet moment of reflection helps us. It’s good for our health in many ways. It helps with creativity and problem solving. So here’s a silly little exercise for you. Take a minute out of your day, and ponder this question quietly, or call over a colleague and discuss for a couple of minutes. Then vote in our poll. Is zero the absence of anything, or the presence of nothing?
Notice I’m not giving you the easy answers of “both” or “neither.” You have to make a decision.
